俄羅斯計劃至2018年投資10億美元，用於開發重要工業原料—稀土，以減少對作為全球最大稀土生產商中國的依賴性。國有工業巨頭—俄羅斯國家技術公司（Rostec） 和軍火康采恩ST-集團當地時間周二（9月10日）簽署協議，共同擴大稀土生產。這兩家康采恩均屬於工業寡頭內西（Alexander Nesis）。根據計劃，至2017年，俄羅斯國家技術公司將滿足本國對稀土的需求。該公司一名代表稱，這一項目由普丁總統和政府親自確定，原因是，本國稀土庫存已近告罄。他指出，必須增加庫存，而作為最重要生產商的中國大幅提高了價格。目前，全球稀土的90%來自中國。多年來，中國大幅減少稀土出口量。今年，中國將稀土生產量減少至不足9.4萬噸。美日歐盟等向世貿組織提出申訴，指責中國利用壟斷地位，抬高價格，給本國企業創造競爭優勢。
