'We need to change the way we manage water'

Taiwan has just launched water rationing measures as the country battles its worst drought in over a decade. South America's largest city, Sao Paulo in Brazil, is suffering the worst drought in more than 80 years. And parts of the US have declared drought emergency. DW speaks to David Zetland, author of the book "Living with Water Scarcity".
