Italy’s fragile mountainous terrain makes it vulnerable to flooding and landslides. But rapid development, poorly planned infrastructure and illegal construction have increased the threats posed by floods. Environmentalists say as much as 28 percent of the country's farmland has been replaced by concrete since the 1960s – leading to all kinds of environmental problems.
