History repeating?

Germany still provides Namibia with a big chunk of development aid but it's ruled out paying reparations to the families of the nearly 80,000 Nama and Herero people who were murdered in concentration camps and through starvation campaigns between 1904-08. This lingering issue has been making headlines in Germany again where some ask was genocide a forerunner of the Holocaust?
