Filip Vuksa is the king of complaints. Over the past seven years, the university student from Belgrade has filed more than 11,000 complaints with the city's authorities. And he's encouraging his fellow citizens to take action as well. Because of Filip, more than 2,600 trees have been planted, and hundreds of sewage gullies cleared and street lights repaired.
