In Spain, the north-eastern region of Catalonia is planning to hold a referendum on independence in November. But while the nationalists, who are campaigning for a break from Spain, say it's a logical move for their region, Madrid's government sees things very differently. The political stalemate was debated by the Spanish Congress on Tuesday. Guy Hedgecoe reports from Madrid.
