For some time, "poor but sexy" Berlin has been among the top European cities on the tech startup scene. But that may be changing, as Lisbon - Portugal's capital - takes off as a startup hub. The European Union recently crowned the Iberian port city as "the most entrepreneurial region in Europe for 2015." But can Lisbon dethrone Berlin as the next IT boomtown?
