Is Turkey's health system sick?

The Turkish Health Ministry has implemented a raft of reforms in an effort to improve health care in the country. But many believe the system continues to suffer. There's been sharp criticism of the country's attempts to implement universal health care and attract foreign doctors, leading many to question if the ministry is simply making the medical system even sicker?
