Pukkila is a wealthy municipality thanks to the 30 million euros bequeathed to it by a caretaker who made a fortune buying shares in Nokia. The trouble is, Pukkila isn’t allowed to spend it as the elders wish. The fortune may only be invested in the local retirement home.
