The unrest in Libya and elesewhere in the region is challenging European countries to come up with a common policy response. Foreign ministers of EU member states are meeting today in Brussels. They have so far failed to agree on a unified position. Southern counties such as Italy are urging a cautious approach, fearing a potential wave of refugees from Libya. Others - including Britain and Germany - are calling for a tougher line, arguing that the EU should not allow itself to be blackmailed.
