Russian and Ukrainian energy officials held talks in Moscow overnight for the first time since the the gas price dispute that has severely curtailed supply across Europe. In the midst of a bitter cold spell, Slovakia and Romania have declared states of energy emergency and Bulgaria has ordered gas rationing for industry. The heads of Russian energy company Gazprom and of Ukraine's Naftogaz will meet again later today at an emergency EU-brokered meeting in Brussels.
