One of the key sticking points between the two sides is settlement activity in the West Bank. An Israeli moratorium on building runs out at the end of the month. The Palestinians are looking for an extension of the ban, but some ministers within the Israeli cabinet want to see construction restart. They say the work is not on new homes, but rather improving existing infrastructure. Another sticking point is the final status of Jerusalem. On top of that is the question of Gaza -- it is ruled by Hamas which rejects any talks with the Jewish State.
