Dirk Schattschneider was born near Cologne, Germany, in 1964. From 1983 - 1987 he served in the German Armed Forces and he’s a lieutenant colonel in the reserve. From 1987 - 1993 he studied medieval and modern history, as well as English and French languages and literature at the universities of Cologne and Bonn. In 1989 he studied at the University of Reims Champagne-Ardenne in France. Schattschneider holds an M.A. in history and modern languages.

From 1993 to 2000 he worked as a staff member and personal assistant to Günther Nolting, a Member of the Bundestag for the Free Democratic Party (FDP), and from 2000 until 2002 as chief of staff to FDP Chairman, Guido Westerwelle. In January 2003 he was appointed coordinator of the FDP caucus in the Bundestag, monitoring the Bundesrat (Federal Council), the chamber of parliament representing the 16 German states.
