France's treatment of asylum seekers has earned criticism, most recently in February, by the Council of Europ. French lawmakers are now considering a bill trying to improve asylum conditions. France's problems are reflected across the European Union, where rights groups say, hardening attitudes towards illegal immigration have hurt those who truly need shelter.
