Are Swedish criminals going soft?

Sweden has decided to close four penitentiaries and a remand centre due to a lack of inmates. Admissions to Swedish jails have been gradually falling since they peaked in 2004. But in the last two years they've fallen by 6%, a steep decline that has left some scratching their heads. Are rehabilitation programmes paying off? Or are Swedish criminals going soft? Jared Reed reports from Stockholm
